Tom Smith

Manager of Construction Administration

Tom brings more than 14 years of leadership in school facilities management and educational operations to his role as Manager of Construction Administration at Breslin Architects. His extensive background in capital planning gives him a comprehensive understanding of the complexities involved in designing and maintaining learning environments. He is committed to delivering safe, efficient, and student-focused environments and plays a key role in ensuring construction quality, consistency, and responsiveness across all of Breslin’s projects.

Before joining Breslin in January 2025, Tom served as Executive Director of Facilities for a large urban school district managing 34 buildings totaling over 3 million square feet. He led a 145-person team, supporting 17,000 students and 2,100 staff, and managed a $20 million annual budget covering construction, maintenance, safety, transportation, and more. As a direct advisor to the school board, Tom provided expertise in full-cycle project management, from scope development and compliance to vendor oversight and public presentations. Tom’s capital project leadership included the delivery of two new school buildings (199,000 square feet and 114,000 square feet), the adaptive reuse of a 70,000 square feet commercial property into a high school, and a state-of-art planetarium renovation.
